Donna grew up and went to school in Melbourne. After leaving school, she worked at Radio 3UZ until 1984 producing radio programs and then as Publicity and Promotions Manager.

After radio she took an active role in her family's real estate business before buying and successfully running a motel on the Murray River on the Victoria/NSW border.

When her husband Bill was appointed by the ABC to establish FM radio stations in South-east Queensland, they moved to the Gold Coast and Donna worked in the hospitality industry and for an architectural firm.

In 1996 she joined Gold Coast City Council in a support role to councillors, and has represented the northern Gold Coast area following her appointment by Council in 2007. She won the popular vote in the Division at the 2008 and in 2012 elections, and was elected unopposed in 2016. She has served as Deputy Mayor since 2012.

As Division 1 representative, Donna is a member of the Full Council which meets every second Tuesday at 1pm at the Evandale Chambers. Her other responsibilities for the 2016-2020 term are:
